The leak had displaced alot of people already, causing inconvenience and perhaps anxiety . Maybe, the the hotel/condo owner had his own losses too. The neighborhs are anxious of a possible spontaneous explosion that may cause harm or fire. The commuters are suffering heavy traffic in the area and lest we forget, the environment is now suffering in what we call oil pollution. So who's to be blame??
The pipeline had been there long before the construction of the interchange. Now the DPWH is stopping the excavation in the guise of loss of structural integrity of the flyover?? Or...just avoiding possible litigation because of neglect during its construction???...
