Too Many Bosses

Why should we have too many agencies controlling the maritime affairs in the Philippines? We have the MARINA, the Coast Guard, the Maritime Training Council, PRC, "and a partridge in a pear tree", etc. Was this a part of the long term strategy of our previous administrations for the betterment of the Filipino seafarers whom they also claim to be "mga makabagong bayani ng bayan" or was this simply another effect of our politicians' way of showing gratitude to those who helped them win the election..."all the seats were taken, so I'll make one for you"... In light of the above, would it be more economically and socially viable to have a common umbrella to cater the needs of our seafarers??
