Amnesty for the rightist, reconciliation with the leftist and peace with the rebels

Amnesty for the extreme right, reconciling with the extreme left offering peace to the secessionist - what is the risk??
Is it opening a pandora's box or opening the door for reconciliation? - nobody can estimate the risk but the government. A balance with and for these extremist must be struck and only the government can strike it.
