ECDIS: training standards

The training standards set by IMO for ECDIS in IMO Model course 1.27 provide what should be a common standard for implementation throughout the world. In reality, this training standard has been interpreted into variety of different forms, creating limited scope for enforcement of what should be a consistent and accredited training standards.
